we have got a good news that China has cancelled all the restriction on foreign tourists to go to Tibet from August 7th.2008.
That means

-travelers number(group size) is not restricted.
-Places to visit are not restriced
-travelers in one group can come from different contries
-travelers can stay in Lhasa by themselves
-It is easy to obtain a Tibet Permit if you have necessary ducuments,for example: Visa,passport
-China border has been open, trip from Lhasa to Kathmandu is possible
-Mt.Kailash has been open to foreigners
-Travelers from Beijing don't need to show Olympic Tickets to apply for Tibet Permit
-It is easier to buy a train ticket from Beijing,Shanghai,Chengdu,Guangzhou.....
-Travelers those working in China don't need to prove they are working in China when they apply for a Tibet Permit
-Now it takes 3 to 4 days to obtain a Tibet Permit.
